Definition — renovation

Renovation means repairing, upgrading and improving an existing building without demolishing its structural frame — re-waterproofing, redoing MEP, re-plastering and painting, replacing flooring, upgrading kitchen and bathrooms, replacing doors and windows. The existing columns, beams and slabs are retained. It may or may not require approval, depending on whether it involves structural changes, additional built-up area or a change of use.

Definition — full reconstruction

Full reconstruction means demolishing the existing structure completely and building new on the same plot from the ground up. The foundation may be retained if the structural engineer confirms it is sound and compatible with the new loading, or excavated and rebuilt. It requires building plan approval exactly like new construction.

The cost row is the one most often read in isolation, and it is the least reliable on its own. No decision framework replaces a structural engineer’s physical inspection. A qualified engineer inspects columns, beams and slab soffit visually, measures crack widths, conducts a carbonation depth test on the concrete cover, and reviews any original structural drawings. Approvals, and five mistakes to avoid

What reconstruction requires

Reconstruction needs the same building plan approval as new construction on a vacant plot. Five obligations:

  • Commission a soil test. Even when rebuilding on an existing foundation, the test confirms whether that foundation can carry the new structural loads or must be replaced. See soil testing before construction.
  • Produce new structural drawings to current loading standards under IS 456:2000 and IS 875, from a licensed structural engineer. Old drawings cannot be reused.
  • File via TNOBPAS through a COA-registered architect with Class 3 DSC. The authority scrutinises FSI compliance, setbacks, parking norms and rainwater harvesting per TNCDBR 2019.
  • Obtain a demolition permit. The existing structure must be legally demolished, and the local body may require a demolition application or NOC beforehand — confirm the notification requirement with your architect before demolition begins.
  • Formally disconnect utilities. Electricity, water and sewer connections must be disconnected before demolition and reconnected as part of the new MEP programme.

Five mistakes homeowners make

  • Deciding without a structural engineer’s assessment — decisions made on visual inspection alone miss hidden defects that surface after renovation money is spent. The assessment costs a fraction of what wrong-path spending costs
  • Renovating a building that underutilises its FSI — spending on renovation when the plot permits 30–50% more built-up area than the existing building uses means investing in a sub-optimal asset. The decision should account for the FSI opportunity cost
  • Choosing renovation to avoid approval — the belief that renovation sidesteps approval is incorrect where the work involves structural changes, additional built-up area or a floor addition. Unpermitted structural changes create the same legal risk as unpermitted new construction
  • Not comparing on a 20-year basis — a day-one comparison misses the maintenance difference entirely. A renovated 40-year-old building continues on its old lifecycle; a rebuilt one starts fresh. The 10–20 year maintenance, MEP replacement and waterproofing costs of each belong in the decision
  • Not confirming applicable FSI first — current permitted FSI under TNCDBR 2019 must be confirmed before deciding. It may have changed significantly since the original building was constructed, which can make rebuilding far more attractive than a superficial comparison suggests

Three of the five mistakes share a root cause: comparing the two options on a single number at a single point in time. FSI opportunity cost, twenty-year maintenance and the current permitted FSI are all invisible in a day-one cost comparison — and all three tend to favour rebuilding.
