Turnkey house construction in Chennai: what a single-contract build covers across 141 specified items, what the exclusion list leaves with the owner, and why those excluded items are the interface-heavy ones turnkey was bought to remove

The word describes the handover. The contract decides the scope.

Turnkey promises you turn a key and move in. Every published turnkey offer also has an exclusion list, and it contains things you cannot move into a house without. Reading those two against each other is the whole job.

Turnkey house construction means one company delivers design, approvals, construction and finishing under a single contract, so you deal with one accountable team instead of coordinating several. Our published residential packages run from ₹2,000 to ₹3,200 per sq ft across 141 specified items (verified 23 October 2026, final quotation after site measurement). The thing to understand before signing anything: “turnkey” describes the handover, not the scope. Every published turnkey offer has an exclusion list, and it contains things you would assume are part of walking in.

The word promises you turn a key and move in. The contract decides what is behind the door. To discuss a specific plot, Buildiyo is on +91 70921 66366, +91 70921 66266 and +91 70921 66177.

One contract, one boundary

What “Turnkey” Does and does not cover

Definition — Turnkey House Construction

A single-contract arrangement in which one company takes responsibility for the whole build — architectural planning, structural design, a bill of quantities, statutory approval drawings, material procurement, construction, quality inspections and handover — rather than the owner appointing an architect, a structural engineer, a contractor and trades separately. The owner signs one agreement, pays against milestones and holds one party accountable for the result. It does not mean everything imaginable is included; it means everything in the agreed scope is delivered by one team.

Read the exclusion list as your own to-do list

On our published residential packages the items outside the base scope include the main panel board and the main line from the pole to the panel including road cutting, sewer road-cutting permissions and charges, compound wall and gates, balcony and terrace railings, UPS wiring, granite and marble laying over the base rate, additional bathrooms and kitchens pro-rata, and elevation cladding, grooves, projections and pergolas. At the entry tier the owner supplies the exhaust fan fixture; at the tiers above, the package includes the provision but not the fixture. None of that is unusual — most Chennai builders exclude broadly similar items, and a scope has to stop somewhere. But notice what several of them have in common: they are things you cannot move into a house without. So read a turnkey exclusion list the way it actually functions: as the list of jobs that will land on you, in the final weeks, when you have least attention to spare. A builder who hands you that list before you sign is doing you a favour; one who produces it afterwards is not.

The exclusions are not a random boundary. They are the interface-heavy work — which is the thing turnkey was bought to remove

Two claims on this page are both true and sit awkwardly together. The first is that a turnkey contract removes interfaces rather than tasks, and that this is what makes it worth the higher headline figure. The second is that turnkey suits first-time builders and owners who cannot be on site. Now look at what is actually on the exclusion list, not as a cost list but by the kind of work each item represents. The main panel board. The line from the pole to the panel, including road cutting. Sewer road-cutting permissions and charges. Compound wall and gates. Railings. Marble laying over the base rate. Almost every one of those requires either an application to a utility or municipal authority, or the appointment of a separate small contractor in the closing weeks. Those are precisely the two categories a turnkey contract exists to absorb. So the boundary is not arbitrary and it is not random — it systematically carves out the authority-facing and interface-heavy residue, which is the same category whose removal is the entire value proposition. Which produces the uncomfortable symmetry: the buyer who most needs turnkey is the least equipped to handle what is left outside it, and they meet it at the worst possible moment, when the house looks finished and both attention and budget are spent. None of this makes turnkey the wrong choice. It makes the exclusion list a coordination document rather than a pricing one, and that changes what you do with it. Sort every excluded item by whether it needs a third party you have never dealt with — a utility, a municipal office, a trade you would have to find and brief yourself. Then ask the builder to price bringing those specific items inside scope. The answer is doubly informative: it tells you what they cost, and it tells you whether the builder can do them at all, because an item excluded out of preference and an item excluded out of inability look identical on a list. There is a corollary that sharpens the price comparison beyond what is said above. The argument against comparing turnkey with the sum of separate quotations is that the separate route leaves coordination unpriced. True — but a turnkey contract also leaves coordination unpriced, just a smaller and nastier residue of it, concentrated at the end of the programme. So the honest comparison has three columns, not two: fully separate, where all coordination is yours; turnkey as offered, where the residue is yours at the worst time; and turnkey with the exclusions priced in, where coordination is genuinely transferred. Only the third is the product the word describes, and it is the one nobody quotes unless you ask.

What you are actually buying

Turnkey does not remove tasks from the project; it removes interfaces. With separate contractors you own every handoff — architect to structural engineer, structural drawing to mason, electrician to plasterer — and each one is a place where responsibility can be disputed. A turnkey contract collapses those disputes into one party. Which is why comparing a turnkey price against the sum of separate quotations is not a like-for-like comparison. The separate route looks cheaper because the coordination is unpriced and falls on you. If you have built before and have the time, that can be a genuine saving. If this is your first house and you have a job, it is a cost you will pay in evenings rather than in rupees.

Eight stages

The Turnkey construction process

  1. Consultation and feasibilityPlot, intended built-up area, floor count and budget reviewed against what the site and planning rules permit.
  2. Architectural planningFloor plans, elevations and 3D views developed against your brief and frozen before structural work begins.
  3. Soil report and structural designFoundation type follows the soil; the structural design then sets the steel and concrete quantities the budget depends on.
  4. BOQ and budgetingMeasured quantities against specified items, which is the only document that makes a figure checkable.
  5. ApprovalsCMDA or local body drawings and NOCs, with statutory fees normally paid at actuals in the owner’s name.
  6. Procurement and constructionMaterials ordered against measured quantities and work executed to the approved drawings.
  7. Quality inspections and progress trackingStage checks recorded as the work proceeds, with dated progress reporting rather than a monthly phone call.
  8. HandoverCompletion documentation, as-built information and written warranty terms — agreed at contract stage, not assembled afterwards.

What Affects Turnkey House construction cost in Chennai?

01

Built-up area and specification

Area sets the base of a per-square-foot rate, and specification sets the rate. Our published house construction cost in Chennai packages run ₹2,000, ₹2,300, ₹2,550 and ₹3,200 per sq ft, each specifying 141 items, with a flat ₹259 service charge added to the quoted cost. They are indicative estimates excluding statutory approvals, soil-condition variation, elevation work and GST, with a final quotation issued after site measurement.

02

Soil conditions and foundation

The largest variable, and the one no rate can anticipate. Foundation depth beyond five feet is charged extra on the lower three tiers, with the top tier covering up to seven; special soil foundations, rocky-terrain excavation, extra plinth height, fill where the plot sits below road level and soil carting from constrained sites are all separate. This is why the soil test comes before the budget.

03

Structural demand

Each package assumes a steel quantity — 2.80, 2.90, 3.00 and 4.00 kg per sq ft — with anything above billed at actuals per the structural design. Floor count and design complexity both push that figure, and we set out what to do with the number in construction cost per sq ft explained.

04

Finishes and site location

Flooring grade, sanitaryware, doors and electrical fittings account for most of the visible difference between tiers. Location affects access, delivery and labour availability rather than the material rate itself.

Scope before number

How to Compare turnkey quotations

Two turnkey quotations will rarely cover the same work, so compare the scope before the number.

  • Ask for the exclusion list before the total. It is the single most informative document in the comparison.
  • Sort that list by who you would have to deal with. A utility, a municipal office or a trade you must find yourself are different from a tile upgrade.
  • Ask what steel quantity the rate assumes — in kg per sq ft, and what happens if the structural design needs more.
  • Count the specified items. A package naming 141 items and one naming “all civil works” are not comparable offers.
  • Check the site-condition charges. Published per-foot rates are a good sign; silence is not.
  • Map the payment milestones to measured work — not to calendar dates, and not front-loaded into advances.
  • Confirm who pays statutory fees. Normally at actuals in your name, so budget them as their own line.

One Party Answerable for the Whole Result

That is the reason to choose turnkey, and it is not that it is cheaper. The cost shows in the headline rate; the risk sits in the exclusion list.

What does turnkey house construction cost in Chennai?

Our published residential packages run from ₹2,000 per sq ft at entry level to ₹3,200 at the top tier, each specifying 141 items, with a flat ₹259 service charge added to the quoted cost. These are indicative estimates excluding statutory approvals, soil-condition variation, elevation work and GST, and a final quotation is issued after site measurement. Rates change — confirm the current figure before budgeting.

What services are included in turnkey home construction?

Typically architectural planning, structural design, BOQ preparation, approval drawings, material procurement, construction, quality inspections, progress reporting and handover under a single contract. What is not included varies by builder, which is why the exclusion list matters more than the inclusion list.

What is usually left outside a turnkey scope?

On our packages: the main panel board and the line from the pole to the panel including road cutting, sewer road-cutting permissions and charges, compound wall and gates, balcony and terrace railings, UPS wiring, granite and marble laying over the base rate, additional bathrooms and kitchens pro-rata, and elevation cladding, grooves, projections and pergolas. Most of those need either a utility application or a separate trade appointment, so treat the list as a coordination job rather than only a cost.

Is turnkey construction more expensive than separate contractors?

The headline figure is usually higher, but it is not a like-for-like comparison. Separate contracts leave the coordination between trades unpriced, and that work falls to you. A turnkey contract also leaves a residue unpriced — the excluded items, arriving in the closing weeks. The genuinely comparable version is turnkey with those exclusions priced in, which is worth asking for explicitly.

How long does a turnkey house take to build?

It depends on built-up area, floor count, design complexity, soil and foundation requirements, approval timelines and weather — the northeast monsoon interrupts concreting across Chennai most years. Ask for a programme that shows monsoon-sensitive activities and their contingency rather than a single completion date.

What payment schedule should a turnkey contract use?

Milestones tied to measured, completed work rather than to calendar dates or front-loaded advances. A schedule where payments track verifiable progress protects you far more than a discount offered against early payment.

How do I verify material quality during a turnkey build?

Ask how inspections are recorded rather than whether they happen. A credible answer describes stage checks with named sign-off, photographic evidence against each stage and a defined process when a check fails. Ask also for the brands and grades named in the specification, not described as “premium”.

Does a turnkey company handle CMDA approvals?

Many do, and ours handles CMDA and local body drawings, NOCs and completion certificates in-house. Statutory fees are normally paid at actuals in the owner’s name. No builder can guarantee an approval — that decision belongs to the authority — so ask what is handled, not what is promised.

Buy the accountability, read the exclusions

Turnkey house construction in Chennai is worth choosing for a specific reason, and it is not that it is cheaper. It is that one party is answerable for the whole result, which is exactly what a first-time builder or an owner who cannot be on site every week needs. The cost of that accountability shows in the headline rate; the risk sits in the exclusion list. So do three things before you sign: get the soil test, ask what steel the rate assumes, and read the exclusions as the list of jobs you will be doing yourself.

Four things to settle before signature

Each one is harder to get afterwards
1

The soil test, because foundation depth beyond five feet is charged extra on three of the four tiers.

2

The steel assumption, in kg per sq ft, with what happens if the structural design needs more.

3

The exclusion list, sorted by whether each item needs a utility, a municipal office or a trade you would have to appoint yourself.

4

A price for bringing those items inside scope — which tells you what they cost and whether the builder can do them at all.
