FSI = total permissible built-up area ÷ plot area. At the base FSI of 2.0, a 1,000 sqft plot permits 2,000 sqft total across all floors. Setbacks specify the minimum clear distances between building and each plot boundary. Together they define the building envelope — the maximum three-dimensional space within which your building can be designed.

FSI and setback rules are the most important regulatory numbers to understand before briefing an architect — because together they determine what you cannot build, no matter what the contractor quotes or how cleverly the design is arranged.

The definitions

What FSI Is — and what it is not

Definition

FSI — Floor Space Index, also called FAR — is the ratio of a building’s total permissible built-up area to the plot area. An FSI of 1.5 on a 200 sq.m plot permits 300 sq.m of built-up area across all floors combined. FSI does not determine how many floors you can have; it determines the total area you can build across all of them.

Definition — the related limit

Ground coverage, or site coverage, is the maximum percentage of the plot that the building’s ground floor footprint may occupy. FSI tells you the total area across all floors; ground coverage tells you how large the ground floor can be. Both limits apply simultaneously.

The formula, and a worked number

Maximum permissible built-up area = FSI × plot area.

Take a plot of 150 sq.m — about 1,615 sqft — with an FSI of 1.5. Maximum built-up area is 1.5 × 150 = 225 sq.m, or 2,422 sqft. Plan a G+1 and each floor can be up to 112.5 sq.m, using the full allowance across two equal floors. That is the whole calculation. Everything else in this guide is about establishing which FSI figure to put into it.

Base FSI is set by regulation, not by your road. What still varies is your zone, the applicable authority, and whether premium FSI is available to you. Confirm with a COA-registered architect before designing to any figure in this table — and see which authority applies to your plot, since the overlay differs between them.

What Rule 29 leaves out of the count

TNCDBR 2019 Rule 29 excludes certain areas from the FSI computation, which effectively gives you usable space beyond the raw number. Common residential exclusions:

  • Basement parking, where fully used for parking and services rather than habitation.
  • Stilt-level parking — open-sided, up to 2.4m height. Enclose it and it counts against your FSI.
  • Staircase rooms, lift rooms, water tanks and terrace WCs, within the area limits in the TNCDBR schedule.
  • Open balconies, partially excluded — up to 5% of unit area on most interpretations.
  • Service ducts and dedicated shafts.
This is the quietest 10–25% in the regulation

Taken together these exclusions can add 10–25% of additional usable area beyond the raw FSI limit — but each one must be documented and certified correctly in the drawing set submitted for approval. An exclusion you are entitled to and did not claim is area you paid for in land and never got to build.

The stilt-parking condition is the one to watch: open-sided it is excluded, enclosed it counts. A homeowner who walls in the stilt after approval has quietly converted a free level into an FSI violation.

The other constraint

Setbacks and the building envelope

Definition

A setback is the minimum clear distance between the building’s outer wall and the plot boundary on each side. They are mandated for fire tender access at the front, natural light and ventilation to adjacent plots, structural safety where neighbouring construction occurs, and pedestrian footpath space on the front boundary.

The minimum depends on three variables: the plot size, the width of the road it faces, and the height of the building — with the third overriding the first two past a threshold:

G+3 or above, where height exceeds 10 m: setback must be at least one third of the building height on all sides. This height-based formula overrides the plot-size formula once the threshold is crossed.

On the zero side setbacks marked above: on very small plots under 100 sq.m, a zero side setback may be permitted where the side wall is a party wall shared with an adjacent building or plot. This is a permission rather than a default — confirm the applicable rule with your architect for your specific plot and authority before assuming it.

Definition

The building envelope is the three-dimensional space within which your entire building must fit, defined by three things at once: the setback lines on all four sides, which the building cannot cross on any floor; the maximum height; and the FSI cap on total floor area. Your architect’s design must satisfy all three simultaneously.

The most common misunderstanding

FSI does not give you permission to build on the entire plot footprint across all floors. The setbacks reduce the usable ground footprint first. Then the FSI caps the total area across floors. Both apply, in that order. The architect’s job is to find an arrangement that stays within the setback lines, distributes area across floors to reach the FSI limit, and respects ground coverage — three constraints, one plan.

What binds you
Setbacks are the binding constraint. The footprint runs out before the FSI does — you cannot reach 2,400 sqft without going to G+3
Setbacks bind here too. FSI permits 4,800 sqft; the envelope delivers roughly 490 sqft across three floors
The insight in the last row

Which number binds you flips as plots get bigger. On a small plot facing a narrow road, FSI is the ceiling — you exhaust your total area allowance before you have filled the setback-defined footprint on multiple floors, so adding a storey buys you nothing. On a larger plot facing a wider road, the setbacks become the ceiling — the FSI permits more floor area than you can physically fit inside the envelope in a reasonable number of floors. Knowing which side of that flip your plot sits on tells you whether extra height or a wider footprint is the thing worth arguing for.

Getting it right

Five Mistakes, and the eight-step calculation

  • Designing before confirming road width — road width does not change your FSI for an ordinary house, but it does set your front setback, and a metre of error changes the buildable footprint. The design must be redone when the authority applies the correct width
  • Assuming the ladder applies to you — plenty of guidance describes FSI scaling from 1.0 to 2.5 with road width. That ladder governs high-rise buildings under Section 39, not the house you are building
  • Getting the FSI exclusions wrong — TNCDBR 2019 specifies what is excluded from computation, including stilt parking and open-to-sky areas. Incorrectly including excluded areas reduces your usable design area for no reason; incorrectly excluding includable areas produces a violation
  • Building to the legal boundary rather than the setback line — assuming you can build up to the fence confuses ownership boundary with regulatory building line. The setback must be clear of the structure, not merely inside the plot you own
  • Not accounting for height-triggered setbacks — a G+2 design that is marginally compliant can become non-compliant if floor-to-ceiling heights push total building height past 10 m, which switches you to the one-third-of-height formula on all sides

The last one is the trap that catches otherwise careful designs. Nothing about the plan changes — the footprint is identical, the FSI is identical — but a decision about ceiling height taken for comfort quietly moves the building into a different setback regime. Check the total height against the 10 m threshold before finalising floor-to-floor dimensions, not after the elevations are drawn.

  1. Confirm the applicable authorityCMDA, GCC or local body — each has specific regulations overlaid on TNCDBR 2019.
  2. Confirm the zone classificationResidential, mixed use or commercial — this determines which FSI row applies to you.
  3. Confirm road width from official recordsThe approved layout plan, municipality road schedule or authority road register. Not physical measurement.
  4. Look up applicable FSI and ground coverageFrom TNCDBR 2019 plus the authority’s Development Regulations for your confirmed zone and road width.
  5. Calculate maximum built-up areaFSI × plot area, in square metres.
  6. Determine the setback linesFrom the TNCDBR 2019 table for your plot size and road width — and check the height formula if you are going above 10 m.
  7. Calculate the buildable footprintPlot area minus the setback zone on all sides, then verify against the maximum ground coverage percentage.

This is the sequence a COA-registered architect follows before producing a first concept — and it is worth understanding because steps one to four are all confirmations rather than calculations. The arithmetic only starts once the right numbers are in hand.

Can two neighbouring plots have different FSI?
