Tamil Nadu’s self-certification route lets owners of small residential buildings obtain a planning permission and building permit online by declaring that the plans comply with the rules, instead of waiting for pre-approval scrutiny. It was introduced by a July 2024 amendment to the Tamil Nadu Combined Development and Building Rules, 2019, and widened by a notified amendment in August 2025. A further relaxation was announced in August 2026, but on the sources reviewed the detailed government order and gazette notification were still pending at that point — so the widest figures circulating are announced rather than in force. Confirm today’s position on the official portal before you assume your house does or does not qualify.
The structure of the eligibility test has stayed stable. The numbers inside it have not. To talk through a specific plot, Buildiyo is on +91 70921 66366, +91 70921 66266 and +91 70921 66177.
What Is a Self-Certified building permit?
A declaration issued by the applicant stating that the proposed building plans comply with the applicable Act, rules and other law. Under the scheme, an eligible application is filed online with the required fee and the permit issues without the plans being scrutinised in advance. The July 2024 amendment inserted definitions of “Self-Certification” and “Self-Certified Buildings” into Rule 2 of the Tamil Nadu Combined Development and Building Rules, 2019, added Rule 6(1-A) for online filing, and introduced Annexure XXVI setting out the conditions.
The scheme changes when your plans are checked, not whether they must comply. Every setback, coverage, floor space index, height, parking and structural requirement in the rules continues to apply in full. You are not being let off the regulations — you are signing a declaration that you have met them. And the declaration carries consequences. Applications under the scheme may be picked up by system-generated random verification, and the competent authority may inspect at any stage. Annexure XXVI records that Section 236 of the Bharatiya Nyaya Sanhita, 2023 applies where a person commits fraud by misrepresenting information. A permit obtained on an inaccurate declaration is not a permit you can rely on.
The Eligibility Limits have moved three times
This is the single most important thing to understand before you read any other guide on self-certification building approval in Coimbatore. The structure of the test has stayed stable — plot extent, built-up area, floors, height, dwelling units, land use and plot status — but the numbers have been revised twice since the scheme began, and the most recent change had not been notified in detail at the point the sources below were published.

| Parameter | July 2024 — notified | Aug 2025 — notified | Aug 2026 — announced |
|---|---|---|---|
| Status | In force on notification | In force on notification | Detailed order and gazette notification reported as pending |
| Plot extent | Up to 2,500 sq ft | Not restated | Not restated — confirm |
| Built-up area | Up to 3,500 sq ft | Not restated | Up to 5,000 sq ft |
| Floors | Ground or G+1 | Stilt+2 | G+2 or Stilt+3 |
| Height | Not stated | Up to 10 m for Stilt+2 | Not restated — confirm |
| Dwelling units | Up to 2 | Not restated | Not restated — confirm |
| Use | Residential | Residential | Residential, subject to land-use classification |
Compiled from the July 2024 amendment, the August 2025 amendment and reports of the August 2026 announcement. Where a column reads “Not restated”, the source for that change did not repeat the parameter — it does not follow that the earlier figure was carried forward. Treat every such cell as unconfirmed until you verify it for your plot.
The widest figures in circulation — a 5,000 sq ft built-up area for G+2 and Stilt+3 structures — come from an announcement at the end of August 2026. Reporting at the time recorded that the detailed government order and the gazette notification were still awaited, and that the permitted plot extent and maximum height under the expansion had not yet been published. An announcement describes an intention; a notified rule is what a competent authority applies to your file. Until the order is published, the operative position is the notified August 2025 amendment, and the only figure that matters is the one in force on the date you file. This is the exact trap worth naming: the dangerous error is not working from a limit that is too tight, it is relying on a generous figure that has not actually been notified for your category.
The moving limits and the shifted liability look like two separate problems — one about how current your information is, one about who carries the risk. They are the same problem, and the way they combine produces a conclusion no eligibility guide draws. Note first that the limits have only ever moved outward. That asymmetry is benign in one direction and corrosive in the other: a relaxation can never retroactively invalidate a declaration you already filed, but it silently invalidates every checklist, template and remembered figure built on the previous numbers — including your professional’s. The risk here was never that a stricter rule would catch you out. It is that you will be advised confidently from a number that was correct when the person learned it. Now read the comparison table in the next section, which says self-certification suits houses clearly inside the limits and conventional approval suits anything near a threshold. That advice is sound and it contains a hidden assumption: that being near a threshold is a property of your house. It is not. It is a function of when you ask. A 4,200 sq ft G+2 house was not near anything in 2024 — it was simply ineligible, comfortably outside a 3,500 sq ft ceiling. On the figures announced in 2026 that same unchanged house becomes eligible but sits within 16 per cent of the ceiling, which is precisely the case the table tells you not to self-certify. The house did not move. The advice moved twice, and the second move has not been notified. So the operational question is not binary. Record the margin between your proposal and each current limit, parameter by parameter, and keep it with the file. A house inside every limit by thirty per cent and a house inside by two per cent are both “eligible” and are not remotely the same exposure — because a surveyor’s measurement differing from your drawing by a few feet, or a notification that lands narrower than the announcement, puts only one of them on the wrong side of a declaration already signed in your name.
Settle the Approval Route at Design Stage
Whether your house sits inside or outside the limits changes the design brief. Finding out after the drawings are finalised is the expensive order to do it in.
Conditions Beyond the size limits
Meeting the size thresholds is necessary but not sufficient. The 2024 amendment also conditions eligibility on the status of the plot and the land use.
- Plot status — the scheme covers plots in approved layouts, layouts regularised under the Tamil Nadu Regularisation of Unapproved Layouts and Plots Rules, 2017, approved sub-division plans, natham plots, and plots registered by deed before 20 October 2016.
- Excluded areas — Coastal Regulation Zone, Hill Area Conservation Authority areas, and prohibited or restricted areas under Rule 19 and Annexure XVII.
- Excluded zones — agricultural, institutional, special and hazardous, non-urban, and open space and recreational use zones, which in practice confines the scheme to residential use zones.
- Reservations and alignments — sites affected by street alignment, road widening proposals, roads, or public-purpose reservations in a master plan, new town development plan, detailed development plan or grid-of-roads plan.
- Road width — the sources reviewed do not state a road-width eligibility threshold for the scheme itself, though abutting road width governs permissible height and FSI under the rules generally. Confirm the position for your plot.
Self-Certification vs conventional approval
Swipe or scroll to see the full table →
| Dimension | Self-certification | Conventional approval |
|---|---|---|
| Eligibility | Small residential buildings within notified limits | All categories, subject to the applicable authority |
| Who checks the plan | The applicant declares compliance | The authority scrutinises before approval |
| Timing | Permit issues on filing a complete application | Issued after scrutiny is completed |
| Scrutiny | Random verification; inspection possible at any stage | Pre-approval scrutiny of the submitted plans |
| Compliance obligation | Identical — all building rules apply | Identical — all building rules apply |
| Risk if non-compliant | Falls on the declarant, with fraud provisions applying | Errors more likely caught before construction |
| Best suited to | Simple houses with a wide margin inside every limit | Anything near a threshold or unusual |
The Process, step by step
- Confirm today’s eligibility limitsCheck the current parameters against your plot and proposal with the competent authority before anything else, and establish whether the most recent relaxation has actually been notified.
- Establish your plot statusApproved layout, regularised layout, approved sub-division, natham, or registered before 20 October 2016 — and gather the document that proves it.
- Check the zone and any reservationsResidential use zone, and no street alignment, road widening or public-purpose reservation affecting the site.
- Prepare compliant plansSetbacks, coverage, FSI, height and parking to the rules. This is where a qualified professional earns their fee, because nobody is going to check the drawing before you build.
- Record your margin on every parameterNot just whether you are inside each limit, but by how much. Keep it with the file alongside the declaration.
- File online with the declarationSubmit through the state single-window planning permission portal and pay the fees online.
- Build exactly to the approved plan, and keep the recordDeviation is the main risk in this route because there was no pre-approval scrutiny to catch it. Retain the permit, plans, declaration and supporting documents for the life of the building.
Documents you should expect to produce
Document requirements for building plan approval in Coimbatore vary by local body, so confirm the list for your plot before you file. Typically:
- Ownership — proof of ownership and the registered document for the plot.
- Plot status evidence — approved layout, regularisation order, approved sub-division or natham record.
- Tax and encumbrance — up-to-date property tax and encumbrance records.
- Drawings — site plan, building plan and the prescribed drawings.
- The declaration — self-certification in the prescribed form.
Why applications fail
Most problems are eligibility problems rather than drawing problems: a plot that exceeds the extent limit, a proposal above the current floor or height threshold, more than the permitted dwelling units, a site in an excluded zone or affected by a road widening proposal, a plot whose status does not fall within the listed categories, or a declaration that does not match what is actually built. The last of these is the one that surfaces years later, usually when the property is sold or mortgaged.
The Drawing Is Entirely Your Responsibility
Which makes competent professional input more valuable under this route, not less. The permit arrives on filing; the compliance question arrives at sale.
Does Your Coimbatore house qualify?
These illustrate how the test is applied. They are not eligibility determinations — confirm your own position with the competent authority.
| Likely inside the parameters | Likely outside |
|---|---|
| A single-family house on a 1,800 sq ft plot in an approved residential layout, well within the current built-up and height limits | A plot larger than the notified extent limit, however modest the house on it |
| A two-unit house on a natham plot in a residential zone, within the floor and height thresholds | A proposal with three or more dwelling units |
| A plot registered by deed before 20 October 2016 in a residential use zone | A site affected by a road widening proposal or public-purpose reservation |
| A straightforward house with a wide margin on every parameter, not merely inside each one | Any part of the plot in CRZ, a Hill Area Conservation Authority area, or a restricted area |
| A proposal measured against a limit you have confirmed is notified, not announced | A proposal that only qualifies under figures that have been announced but not yet notified |
What is a self-certification building permit in Tamil Nadu?
A route under which the owner of an eligible small residential building declares that the plans comply with the applicable rules and obtains the planning permission and building permit online without pre-approval scrutiny. It was introduced by a July 2024 amendment to the Tamil Nadu Combined Development and Building Rules, 2019.
Does self-certification mean the building rules do not apply?
No. Every setback, coverage, FSI, height and structural requirement applies in full. The scheme changes when compliance is checked, not whether it is required — and a false declaration attracts the fraud provisions recorded in Annexure XXVI.
What size of house can be self-certified?
As introduced in July 2024: a plot up to 2,500 sq ft, built-up area up to 3,500 sq ft, ground or ground plus one floor, and a maximum of two dwelling units. An August 2025 amendment extended it to Stilt+2 structures up to 10 m. An announcement at the end of August 2026 described a 5,000 sq ft built-up area for G+2 and Stilt+3 structures, but reporting at the time recorded the detailed order and gazette notification as still pending. Confirm which figures are actually notified before relying on them.
Is the 5,000 sq ft limit in force?
On the sources reviewed, it was announced rather than notified — the detailed government order and gazette notification were reported as awaited, and the plot extent and height applying to the expansion had not been published. Treat it as an intention until you have confirmed the notification on the official portal. A competent authority applies the notified rule, not the announcement.
Can I use self-certification for a house in Coimbatore?
The scheme operates state-wide under the Tamil Nadu Combined Development and Building Rules, 2019, so it is not specific to any one city. Whether your particular plot qualifies depends on its extent, zone, status and your proposal — and the competent authority depends on whether the site falls under Coimbatore Corporation, a municipality, or a panchayat.
Is my plan checked by anyone?
Not before the permit issues. Applications may be selected by system-generated random verification, and the competent authority may inspect at any stage, so the absence of upfront scrutiny is not an absence of oversight.
What happens if what I build differs from what I declared?
The declaration no longer matches the building, which exposes you to enforcement and to the fraud provisions, and typically surfaces when the property is sold, mortgaged or assessed. Build exactly to the approved plan.
Should I still use an architect or engineer?
Yes. Because nobody scrutinises the drawing before you build, the quality of the plan is entirely your responsibility — which makes competent professional input more valuable under this route, not less. It is also the person best placed to tell you your margin on each parameter rather than a yes or no on eligibility.

This article is general information, current to the sources cited and the date of publication. It is not legal advice, and it does not determine whether any particular property qualifies. Confirm all requirements with the competent authority before applying.
Let’s Check Your Approval Route First
Bring your plot documents and your rough brief. Knowing which route applies before the drawings are finalised saves far more time than any shortcut at submission stage. Across Chennai and Coimbatore.
Check the date on every figure you read
Self-certification is a genuine simplification for small houses, and for a straightforward Coimbatore home with a wide margin inside the limits it removes a real delay. But it moves the responsibility onto you, and the numbers defining who qualifies have been revised twice in two years with the most recent change announced ahead of its notification. Treat any eligibility figure you find online — including the ones in this article — as something to verify rather than something to rely on, settle your approval route while the design is still fluid, and have the plans prepared by someone competent precisely because nobody will check them before you build.
Four things to establish before you file
In this order, and all of them in writingWhich figures are notified today, not announced. The competent authority applies the published order, and the two have differed since August 2026.
Your plot status and zone, with the document that proves it, and confirmation that no alignment or reservation affects the site.
Your margin on every parameter, recorded parameter by parameter. Inside by thirty per cent and inside by two per cent are both eligible and are not the same exposure.
Who prepared the plans and takes responsibility for them, since the declaration goes in your name and nothing is scrutinised before you build.
