A Bill of Quantities for house construction is the document a contract is priced and billed against — and it is a very different thing from an estimate.

Definition — Bill of Quantities

A Bill of Quantities is an itemised document listing every item of work in a construction project, with the measured quantity of each and a rate against it. Quantities are taken off completed drawings — cubic metres of concrete, kilograms of reinforcement, square metres of plaster, numbers of fixtures — and the total is the sum of those lines. Because each line states what is included and how much, a BOQ can be priced, compared, procured against and billed against. That is what separates it from an estimate.

A BOQ estimator works the other way round. It applies typical quantities and rates to your area and specification tier to produce a figure quickly, without drawings. That is genuinely useful — it is the only way to get a number at the stage when most people need one — provided you know what you are holding.

The mistake that costs most

Treating an estimator output as a quotation. An estimate is built on typical assumptions — typical spans, typical finishes, typical soil. Your house is not typical in all three. When the measured quotation arrives higher, that is rarely an error in the estimate; it is information about your specification that the estimate could not have known. Use the estimate to decide whether to proceed, not to decide what to spend, and revisit the number once drawings exist.

How House Construction Costs are calculated

Proper estimation runs in one direction: drawings, then quantities, then rates, then total. Each step depends on the one before it.

A residential BOQ usually groups into seven categories. What matters is not the share each takes — that varies too much between projects to generalise usefully — but what drives each one.

Notice how little of this is driven by built-up area alone. Services follow point counts, external works follow boundary length, and finishes follow your selections. That is precisely why a single rate per square foot cannot describe a house accurately — it assumes a relationship that does not hold for several of the largest groups.

The third column is a list of different denominators

Read down “what moves the number” and count the units. Soil condition. Span and floor count. Wall length. Selections. Point counts. Material choice. Boundary length. Only one of those scales with built-up area, and even that one only partly. So a rate per square foot is not merely imprecise — it is one ratio being asked to stand in for at least five unrelated ones, which is a category error rather than a rounding error. That also explains why two Bills of Quantities can reach the same total and describe different houses: the total is a sum taken across those denominators, and summing destroys the information about which law each line obeyed. Which is the deeper reason the article tells you to read down the items rather than across to the totals. And note what the comparison table quietly concedes about the third instrument: the estimator is honest about approximating a ratio, the BOQ dispenses with ratios entirely by measuring, and the per-square-foot quote is the only one of the three for which the table can name no legitimate use beyond starting a conversation.

What makes the final number move

  • Plot and soil conditions — the foundation cannot be priced accurately until the soil report exists.
  • Design complexity — long spans, cantilevers and irregular shapes all cost more than a rectangular plan of the same area.
  • Material and finish selections — the widest variable in the whole document, and the one entirely within your control.
  • Location, labour availability and local rates.
  • Statutory approvals and associated charges.
  • Market movement in steel and cement over a build that may run more than a year.

Using a BOQ Estimator well

  1. Run it early, before you are committedThe point of an estimate is to test feasibility while changing course is still cheap.

Why drawings come first

A BOQ cannot be more accurate than the drawings it is measured from. If the layout is unsettled, quantities are provisional; if the structural design is not done, the largest single group in the document is an assumption.
