Most people in Chennai who end up hiring a project management consultant do it late. They sign a contractor, watch three or four months go by, notice that the bills are arriving faster than the walls are, and only then start asking whether someone qualified should be checking the work. By that point the foundation is buried and the columns are cast, and the cheapest mistakes to fix have already been made.

This guide is written for the stage before that. A project management consultant is hired by you, paid by you and reports only to you. Your contractor builds. Your PMC engineer verifies — the work, the quantities, the materials and the money — at every stage until handover. That single reporting line is the whole point, and it is the clearest difference between PMC and contractor in Chennai. A contractor has a commercial interest in the bill being approved. A consultant has no interest in anything except the bill being correct.

Equally worth knowing is what a PMC does not do. It does not replace your contractor, it does not carry out the construction, and in most engagements it does not design the building either. A consultant who offers to do all three has quietly removed the independence you were paying for.

A note on independence

If the same firm designs, builds and supervises, no one is checking anyone. That structure can still work — many homeowners choose a single accountable partner deliberately — but it is a different service from independent PMC, and it should be priced and described as such. Ask any provider to state in writing which of the three roles they are performing.

Four local risks

What Makes Chennai different

Supervision scope is broadly similar anywhere in India. What changes from city to city is which risks actually bite. In Chennai, four do most of the damage.

  • Soil — large parts of south and west Chennai, including the Pallikaranai belt, Velachery, Perungudi, Madipakkam and stretches along the OMR corridor, sit on soft marine clay and reclaimed low-lying ground. Bearing capacity varies sharply within a single street, which is why a soil test before construction in Chennai is not optional paperwork.
  • Water — standing water and a high water table change foundation method, dewatering cost and curing behaviour. They also make plinth level and flood risk a design decision rather than a default, particularly in areas that took water in the 2015 and 2021 events.
  • Salt air — along ECR, the Besant Nagar to Thiruvanmiyur stretch and the northern coastal belt, chloride-laden air attacks reinforcement through cracks and shallow cover. Coastal corrosion protection comes down to cover depth, concrete density and honest curing, all of which are cheap to get right and very expensive to retrofit.
  • The calendar — the northeast monsoon lands roughly between October and December and reliably interrupts excavation, slab pours and external plaster. Monsoon planning means sequencing the wet-sensitive stages outside that window instead of discovering the clash in November.

Seven stages

The Seven Stages a PMC engineer supervises

The stages follow the build itself. Each has its own verification checklist, and each has one or two decisions that cannot be corrected later.

01

Pre-construction: drawings, approvals and the BOQ

Before a single load of sand arrives, the consultant reviews the architectural, structural and services drawings for conflicts, checks that the bill of quantities matches the drawings, and confirms your approval position. In the Chennai Metropolitan Area, CMDA building plan approval for house construction is processed through the online single-window system, with the local body handling sanction for most ordinary residential buildings; outside the metropolitan limits, approvals fall under DTCP and the relevant local authority. Rules on plot coverage, setbacks, floor space index and building height differ by zone, road width and plot size, and they change. The other pre-construction job is the BOQ itself. A vague BOQ is the single biggest source of later argument. Every line should carry a specification, a unit and a measured quantity. If a contractor is unwilling to work to a measured BOQ, that tells you something before you have spent anything.

Soil investigation and foundation

The soil report determines the foundation type, and in Chennai it frequently overrules assumptions. A neighbour’s isolated footings are not evidence that yours will do. The consultant should be present when boreholes are taken, verify the depths against the report, and then check that the foundation actually built matches the design — excavation depth, bed preparation, reinforcement layout and cover before the pour, not after.

Plinth height is decided here too. In low-lying wards this is the difference between a house that takes water and one that does not, and it costs almost nothing at this stage. It cannot be changed once the plinth beam is cast.

Superstructure: columns, beams and slabs

This is where most of your money and all of your structural safety go in. Before every pour, the checks are the same: bar diameter and spacing against the bar bending schedule, lap lengths and positions, cover blocks in place, shuttering aligned and properly supported. During the pour, concrete workability and cube sampling. After it, curing — the most commonly skipped step on Indian sites and the one that quietly determines how the structure ages.

Reinforcement should also be checked for grade and for the mill test certificate, not just counted. In a coastal city, cover depth deserves particular attention: a few extra millimetres of properly compacted concrete over the steel buys decades.

Masonry, plaster and the bill audit rhythm

By this stage a monthly billing cycle is running, and the contractor bill audit before payment becomes the consultant’s most valuable routine. The engineer re-measures completed work, deducts openings correctly, checks material consumption against deliveries and reconciles the claim line by line. Corrections are issued in writing before the payment is released, not argued about afterwards.

The pattern to look for is not fraud so much as drift: quantities rounded up, wastage passed on, rates quietly applied from a different specification. Individually small, cumulatively significant.

MEP first fix and waterproofing

Electrical conduits, plumbing lines and drainage are laid before finishes close them in, which makes this the last easy moment to catch a mistake. Slopes, pipe sizes, joint quality and pressure testing all get verified now. Waterproofing of terraces, toilets, sunken slabs and the plinth is tested by ponding before tiling begins, because the cost of finding a leak afterwards is measured in demolished finishes.

Rainwater harvesting provision is mandatory for buildings in Tamil Nadu and is checked at this stage rather than improvised at the end.

Finishes

Tiling, joinery, painting, fixtures and fittings. The consultant’s job shifts from structural verification to specification compliance: that the brand, grade, thickness and finish delivered are the ones the BOQ priced. Substitution at this stage is common and easy to miss, because a cheaper tile of the same colour looks identical on the day it is laid.

Testing, snagging and handover

The final stage is a documented defect list walked room by room, plus functional testing of every system — plumbing under pressure, drainage under flow, every circuit, every door and window. A proper snag list and handover checklist is issued in writing with photographs, rectified, and re-inspected before final payment is released. Handover should also include the as-built drawings, warranty documents, test certificates and completion paperwork, not just a set of keys.

What you are buying is attendance, not expertise

Read the seven stages looking only for the phrase “cannot be changed” and a pattern emerges. Plinth height, once the beam is cast. Cover depth, once the pour is done. Waterproofing, once the tiles are laid. Foundation depth, once it is backfilled. Almost none of the value here is knowledge a homeowner could not acquire from a weekend of reading — it is presence at moments that do not recur. That explains two other passages that otherwise look unrelated. It is why the fee advice says compare inclusions rather than rates: lab tests, additional visits and travel are the units of attendance, so excluding them lowers the number by lowering the service. And it is why question two quietly predicts everything — sites per engineer is simply how much presence you are actually buying, expressed as a fraction.

What You Should Receive, and what to ask before you sign

The output of a consultancy engagement is information. Ask to see a real sample report from a live project — not a template — and check that it contains dated site photographs, measured progress against the milestone plan, materials received, issues raised with owners and deadlines, and test results as they come in.

This matters most for owners who are not in the city. A large share of Chennai homes are built by families working in the Gulf, Singapore or the United States, and supervising a house build from abroad comes down entirely to whether the reporting is honest and daily. A weekly summary written on a Friday from memory is not supervision; a dated photograph with a measurement beside it is.

Twelve questions to put to every provider you shortlist

These are the questions that separate a real consultancy from a rebranded site visit. Put them to each provider, and take the answers in writing.

  1. Who is the named engineer assigned to my site, and what is their qualification and experience?
  2. How many active sites does that engineer handle at once?
  3. How many days a week will they be physically on site, and how is attendance evidenced?
  4. What exactly is included in the fee, and what is billed separately — lab tests, travel, additional visits?
  5. Are you independent of my contractor and my material suppliers? Any commission arrangement with either?
  6. Can I see a full sample daily report and a sample bill audit from a real project?
  7. Which tests will be run at which stage, at which laboratory, and who receives the reports?
  8. What happens if you find defective work — what is the escalation process and who bears the rectification cost?
  9. How is the milestone schedule prepared, and how is slippage reported to me?
  10. What is the exit clause if I am not satisfied, and what is the notice period?

  12. If my build has already started, what does your condition assessment of completed work include?

Fees and timing

How PMC Is Charged, and when to bring a consultant in

Consultancy fees in Chennai are typically structured either as a percentage of project cost or as a flat rate per built-up square foot, and occasionally as a fixed monthly retainer. Each has a different incentive built into it, which is worth thinking about: a percentage of cost rises when your build gets more expensive, while a flat rate does not.

Rather than compare headline numbers, compare inclusions. A lower fee that excludes lab testing, additional visits and travel is not a lower fee. Ask each provider for a written scope schedule listing what is included and what is chargeable, then compare those documents rather than the quotes. When to bring a consultant in

Earliest is best: before the contractor is appointed, so the BOQ and the agreement are reviewed by someone on your side. The second-best moment is now, whatever stage you are at. A mid-project engagement begins with a documented condition assessment of the work completed so far — dimensions, visible defects, a review of the bills already paid — before supervision starts from the current stage.
