CMDA approves plots within the Chennai Metropolitan Area. DTCP approves plots in the rest of Tamil Nadu outside the metropolitan areas. Within Chennai city limits, GCC is the authority — through the same TNOBPAS portal. Which applies depends on which local body area your plot falls in, and whether that area sits inside or outside the CMA boundary.

CMDA against DTCP is not an academic distinction. The two have different FSI norms, different setbacks, different parking requirements, different development charge rates and different timelines — and a design completed under one and submitted to the other can be rejected outright.

Why this belongs before the first drawing

An application filed to the wrong authority is either rejected immediately or bounced, adding weeks to the approval timeline. But the more expensive failure is quieter: a design drawn to the wrong rulebook, discovered only at scrutiny. Getting this wrong before the architect begins is recoverable with a delay. Getting it wrong after the BOQ is priced and the contract is signed is an expensive reset.

Tamil Nadu has four tiers of building plan approval authority. Note that the local body layer exists everywhere, but for building plan approval it is the planning authority — CMDA, GCC or DTCP — that is the relevant approving body:

The confusing part

CMDA and GCC: nested, not parallel

Definition

CMDA was established under the CMDA Act, 1974 and operates under the Tamil Nadu Town and Country Planning Act, 1971. Its jurisdiction covers the Chennai Metropolitan Area — approximately 1,189 sq km including the city and surrounding areas to the CMA boundary. Within the CMA, CMDA is the planning authority for all land use and development control, and sets FSI, setback norms and development charge rates.

Here is the source of most confusion. GCC sits within CMDA jurisdiction geographically, but runs its own approval process. A plot within city limits is approved through the GCC module on TNOBPAS, applying GCC Building Rules on top of TNCDBR 2019. A plot in the CMA but outside city limits — Tambaram Municipality, Avadi Municipality, and similar — is approved through the CMDA module. Same portal, same overarching rules, different module and different norms.

Read that list as illustration, not as a lookup table — and note that Adyar and Velachery appear in both. Locality-level allocation is not fixed: urbanisation has progressively merged local bodies into GCC, and the CMA boundary has been revised. A plot in an area that was previously under a municipality may now be under GCC following mergers. Verify through the TNOBPAS portal or with an architect who regularly files in that specific area — never from a locality name alone.

Beyond the CMA

DTCP and the local body layer

Definition

DTCP — the Directorate of Town and Country Planning — is the planning authority for all areas outside the metropolitan areas of Chennai, Coimbatore, Madurai, Tiruchirappalli and other Special Planning Authority zones. It covers most district towns and peri-urban areas, operating through district offices, and is progressively integrating with TNOBPAS rather than fully integrated today.

Three ways DTCP norms differ from CMDA:

  • FSI depends on the local area’s development regulations, which vary by district and town, and are typically specified in that area’s Master Plan or Local Planning Authority regulations. CMDA has its own CMA Development Regulations with specific FSI by zone.
  • Parking norms follow TNCDBR 2019, which may differ from CMDA’s specific provisions in the CMA regulations.
  • Processing happens at the district DTCP office rather than a head office. TNOBPAS integration is expanding but not yet universal, and some DTCP applications remain partly manual.

What ‘local body permission’ actually means

  • Municipality — the urban local body for towns above a population threshold, existing both inside and outside the CMA. The building plan is approved by the planning authority, not the municipality — but the municipality issues trade licences and occupancy certificates and collects property tax.
  • Town Panchayat — for smaller towns. Approval generally sits with DTCP where it has planning jurisdiction, or with the town panchayat itself for smaller structures in areas without DTCP coverage.
  • Village Panchayat — rural. Approval may sit with the district DTCP, the Block Development Office, or the panchayat itself depending on building type and the government orders in force. This tier has the most variable process, and parts of it remain manual.

The term itself is the problem. ‘Local body building permission’ is used to mean two different things: the building plan approval filed with the planning authority, or a separate NOC that some local bodies issue in addition to it. TNOBPAS is progressively consolidating these into a single application, but the process still varies by local body — so ask which of the two anyone means before assuming you have it.

The method

Five Steps to identify yours

  1. Confirm your Patta survey numberThe survey number links your plot to a specific revenue village and district in the state land records. From the Patta, note the revenue district, taluk and revenue village.
  2. Identify which local body the plot falls underThrough the Government of Tamil Nadu local body portal or the local body office: GCC, a municipality, a town panchayat, or a village panchayat?
  3. Check whether the plot is inside the CMACMDA publishes the boundary. Inside it, the planning authority is CMDA — or GCC if also within city limits. Outside it, the authority is DTCP.
  4. Use TNOBPAS to confirmSelect the plot’s district and local body; the portal routes the application to the correct planning authority. If the local body is not listed, the process may still be manual — contact them directly.

Filing to the wrong authority

Application returned without processing

TNOBPAS routes to the authority selected at filing. Select CMDA when your plot sits in a GCC area and the application may be returned at scrutiny with a jurisdiction query — requiring resubmission and resetting the timeline.

Design non-compliance

CMDA and GCC FSI norms may differ for the same locality. A design produced to CMDA norms for a GCC plot may violate GCC Building Rules. The drawings must be revised before a corrected application can be filed, adding weeks or months to both timeline and design cost.

Development charge mismatch

DC is computed at the applicable authority’s published rate, and CMDA and GCC compute it differently. An application filed to the wrong authority with the wrong computation is rejected at the payment verification stage.

Occupancy certificate refused

If the plan is approved by CMDA but the plot is in GCC jurisdiction, the occupancy certificate — which must be issued by the approving authority — will not be accepted by GCC for utility connections or property tax records.

The fourth consequence is the one worth dwelling on, because it lands last. The first three surface during approval, when there is still time to correct course. An occupancy certificate refused by the authority that actually has jurisdiction surfaces after the building is finished — blocking utility connections and property tax records on a completed house. That is the version of this mistake that costs the most and is noticed the latest.

Practical guidance by plot type

  • Within Chennai city limits (GCC): file through the GCC module on TNOBPAS. GCC Building Rules apply on top of TNCDBR 2019, and the filing architect needs a Class 3 DSC and COA registration. See the full TNCDBR process guide.
  • In the CMA outside GCC: file through the CMDA module. CMA Development Regulations specify FSI, setback and parking for your zone — confirm the zone classification before design begins.
  • Outside the CMA, in DTCP areas: contact the district DTCP office, or an architect who regularly files in that district. Applicable rules are TNCDBR 2019 plus local area development regulations.
  • Panchayat areas: confirm with the Block Development Office or Gram Panchayat what applies for your building type — a residential G+1 in a village panchayat may follow a simpler process than a commercial building in the same panchayat. Manual applications may still be required.

What is the difference between CMDA and DTCP?

How do I know which one my plot needs?

Is GCC the same as CMDA?

Both file through TNOBPAS but through separate modules, and the applicable FSI and building rules differ. A plot in Mylapore is under GCC; a plot in Sholinganallur is under CMDA.

Can I get DTCP approval in Chennai?

No. Chennai and its metropolitan area fall under CMDA jurisdiction, not DTCP. DTCP approves building plans in districts outside the metropolitan areas — Kanchipuram, Vellore and other district towns. If your plot is in Chennai or the CMA, your authority is CMDA or GCC.

What happens if I apply to the wrong authority?

The application is typically returned at scrutiny with a jurisdiction query, and must be refiled with the correct authority — resetting the timeline. If the design was prepared to the wrong authority’s FSI norms, the drawings must also be revised before resubmission, which adds design cost on top of the delay.

Do I need separate local body approval as well?

In most cases one application through TNOBPAS covers the planning authority approval and generates what is needed. However, some local bodies require a separate completion certificate or occupancy-stage NOC. Confirm with your architect whether any local body-specific additional approvals apply after the planning authority approval is obtained.

How long does DTCP approval take?

Typically 60–120 days from application, depending on the district office and whether the filing is through TNOBPAS or manual. For comparison, CMDA typically takes 60–90 working days and GCC 45–70. Query rounds add time in every case.

Why can a locality appear under two authorities?

Because urbanisation has progressively merged local bodies into GCC and the CMA boundary has been revised, so an area can have an inner portion within city limits and an outer portion outside them — Adyar and Velachery both split this way. A plot previously under a municipality may now be under GCC following mergers, which is why locality names are unreliable.
